I think I have isolated the problem. Mobile broadband is with one ISP. Wireless is with a different ISP.
The wireless ISP blocks IRC. It also blocks popular VPN providers like hotspot shield.
I will contact my VPN provider and see if I can get it set up in Trisquel. Then I might be able to use Pidgin to reach freenode.
