After reading a few of your posts your main issue seems to be with your  
internet/proxy connection.  The packages are in the repository.

Why did you download the package?  There is a link on the right side of the  
page that says "install using apturl".  You can click that and the package  
will install.  I mean you can download it and install it but it seems easier  
to me to just click it.
