The libcapi20-3 package has licensing issues, so it was removed from Trisquel. I've submitted a bug report [1] about that package, but no real solutions yet. I've come up with a work-around which is to get the package from another distribution as explained in the bug-report. This happened before I knew the reason why libcapi20-3 is missing in Trisquel. Using the work-around you will install potentially non-free software on you system, as some parts of the source code of libcapi20-3 are with unclear copyright holders and/or licenses. AFAIK the package provides ISDN API to other packages. I don't have ISDN connectivity, so it actually does not affect me. For me the work-around is the only way to have a working system at all.
