Ok here are some modifications because I agree with you.
* Bug reports for packages not included in the default Trisquel install will
be marked as "won't fix" and should be reported upstream.
* Bugs should have a patch/fix either researched or submitted when reporting.
An exception would be a freedom related bug that is found and the user does
not know how to fix it (e.g. may not be able to program) This type of bug
should be reported regardless.

As far as the package helpers I have a few issues.
I have written a few:

but I felt like they were ignored and never looked at.
Secondly, I have no problem writing/submitting them if they do in fact help
the project. However the [https://trisquel.info/en/wiki/package-helpers
documentation] currently doesn't work. At least because I have a GPG key. I
try to follow the directions on there to compile modified packages and it
complains. I can't really fix the documentation because I don't know how to
fix the problem. If we had clearer documentation on how to write package
helpers and how to upload them that might help a lot.
