Trisquel does not and should not even try to control the user. The user is free to install whatever she wants on her computer. Nobody wants Trisquel's repository to become an Apple App Market with DRMs to prevent the user from installing an application absent from it! However Trisquel should not help her to install proprietary software if it wants the blessing of the FSF. That makes sense.
Trisquel does not have a "non-free section" in its repositories nor it has
that kind of sentences in the "about section" of its website:
Although Debian believes in free software, there are cases where people want
or need to put non-free software on their machine. Whenever possible Debian
will support this. There are even a growing number of packages whose sole job
is to install non-free software into a Debian system.
