I'm not sure that I can help here. What I can do is point you to the right
place to get an answer though.
Try the following link has a phone number for your region:
https://www.paypal.com/us/cgi-bin/helpscr?cmd=_contact-phone
If that doesn't give you the right phone number then we can probably find it
elsewhere on the web or force it to display the right one.
If you go to Edit -> Preferences -> Languages you can probably force paypal
to display the correct language/country. This might also solve the problem
too of it giving you different country/language than what you need to become
an associate member.
