I found a bug in GNOME Fallback that wasn't in 5.5: occasionally when  
gnome-panel is first loaded on startup it will be invisible. Pressing ALT+F1  
will show the Applications Menu above the invisible panel.

I will do some searching to see if the same bug is also upstream (it most  
likely is). I might also try and find out if it's Compiz-related or not.
