Debian won't include the firmware in its main repository or on the install  
CDs. It should go into a package with the carl9170 firmware eventually.

Not sure what your asking. There is no need to return it. Your testing has  
helped. These are not exactly exspensive parts. It's the entire time that it  
takes to get it right, support it, and other laborious work.
