This license notice in the manual (somehow missing from the copyright
file) explains it:

The Front-Cover and Back-Cover Texts make it nonfree according to
Debian, the FSF has different criteria for such non-functional parts
(having to include these texts verbatim on covers doesn't prevent you
From e.g. changing the description of how make works or documenting new
features).

The description should be changed, it's solved for Toutatis.
