I know that Liberation Serif is exactly size-compatible with Times New Roman,
and size (with all its nuances in fonts) is what the standards are concerned
about. I haven't met any teacher that refuses to accept a paper in Liberation
Serif when the standard calls for Times New Roman; I don't think they can
tell the difference.
