Multiarch is useful for Replicant development (the emulator used has bugs preventing it from being built natively), for running free programs that are very difficult to build (functional programming language compilers usually can be compiled only using themselves, not all have upstream-provided x86_64 binaries), and for testing your own programs. There are more uses of 32-bit binaries on 64-bit systems (e.g. chroots, some fast virtualization methods or small LiveCDs supporting chrooting into 64-bit installs or running on 32-bit CPUs) not involving multiarch nor nonfree software.
