Distro developers can choose not to propose a specific application. Nothing prevents them to do so and... it is good! It simply is impossible to package every free software! What would not not be good at all would be to prevent the installation of software outside the repository. Some (poisoned) fruit company does that kind of evil things.
Gentoo is not that hard. One only needs to have time to learn by reading
documentation. I have actually spent years on this distro.
