I don't anarchy is even possible, except for a short time, (the dictionary
definition - http://dictionary.reference.com/browse/anarchy )
"Anarchy is the perfect democracy. Everyone has a say and decisions take
into account everyone's positions. Decisions are taken by consensus."
The problem is, if some people don't follow the consensus (a law) as they
don't agree with it, either others will have to enforce the consensus on
people who resist, (effectively becoming a government) or doing nothing,
rendering the laws (consensus) useless, making it useless to vote on them in
the first place.
The consensus would be a recommendation.
