I think this is a Compiz bug. A while ago I switched to Metacity and stopped getting that issue. (But there are a few minor bugs in Metacity as well). See this issue: https://trisquel.info/en/issues/7703 If you want to use Metacity instead, just enter "echo > ~/.disable-compiz" in the terminal, and next time you reboot you will have Metacity.
