If Intel were so intent on spying on us, why do we have the 3630QM and the 4700MQ? Would the most efficient and logical approach approach not be simply to put this technology into all of its processors? Instead they continue to manufacture processors of entirely reasonable speed that those who are aware of vPro can use to opt out of it.
Such an approach would be unbelievably stupid if there were malicious intent. If there is no malicious intent, it is simply called "consumer choice".

Finally, although I trust your credentials as a hardware designer, I do not believe you have the right to evaluate production and development costs at Intel unless you have worked for them in the past — and perhaps not even then. If you claim that they could develop the same technology for significantly less, you should prove this by developing an identical technology at a cost less than Intel spent to develop vPro. However, being a multination corporation, I doubt their budget reports will be publicly available, making that entire statement unverifiable.
