Well, it'd still be Free Software, regardless of the graphical assets and  
such- but the free culture aspect could be shakey. There are some that care  
greatly about keeping their system 100% free culture and free software, so  
that's something to keep in mind.
The usage of the characters- the legality of doing so- is rather shakey,  
though.
