i looked at the source code (git clone  
http://git.code.sf.net/p/gc-linux/gc-linux-2-git)

and there are quite a few non-free firmwares as ihex files
so its mostly free but still a lot of non-free firmware
but i guess as the gamecube has no internet access this maby not bother you  
too much as its not a privacy issue
