There are many possible reasons for the site to be down. I guess the problem  
and its solution are different every time. That is why I do not think it  
makes sense to file a bug report.

That said, I am surprised: despite accessing Trisquel's site (more  
specifically, Trisquel's forums) a lot, I do not recall it being down. I must  
have been lucky.
