But you can Liberate Xubuntu on a fresh installation by removing the repos
from Restricted and Multiverse repos and all proprietary software, disable
these repos under Software Sources.and not install the proprietary
codecs,remove the Ubuntu App looking Software Center ,install Synaptic
package manager,then install Libre-Kernel from
https://jxself.org/linux-libre
reboot,run...see if all is ok,then remove all the Ubuntu's kernels
