For the locking, I've heard that old forum threads are automatically locked  
by the forum software once they become a certain age old without further  
activity. I suspect that this is an attempt to deal with some of the spam  
that comes in by limiting damage that can be done because the spammers can't  
resurrect a years-old thread with new posts.
