It sounds like it isn't booting at all. Are you saying you can't access the settings? Or does it still boot from the HDD? BIOS is what initialises the hardware. If it is broken then the computer will not boot at all (as you have found). If you absolutely cannot boot at all (the BIOS is corrupted or something) then you either send it to the manufacturer or see if Coreboot supports your particular model (which is better and faster than factory BIOS).
Trisquel doesn't do magic. There's no OS without working BIOS.
