As far as I know, Simon is the best voice recognition for Linux, and is  
mostly free software. BUT I think there might be some issues with licensing  
in some parts... You will have to go and investigate and decide if you want  
to make a compromise (between having the person using windows and proprietary  
software or using Trisquel and a semi-free software.... it's a choice to  
make).
