Besides, I recommend you to check out Moodle once again. As far as I can remember, it allows you to choose a license for each content you share, and also allows you to "re-use"/"re-share" the same content in the same Moodle instance in another forum topic, thus avoiding the need to upload your content again.
However, unless I'm mistaken (and please don't take my words as valid here, check it out yourself), Moodle seems to be account centered, that means: unless the person has an account on the Moodle instance, he won't be able to open the link.
