Yes, that is better advice if I were suggesting synaptic (which I was).   
However, I think add/remove programs is more user friendly. It is easier to  
find and easier to use.

For myself I always try to use apt first. I run synaptic from a terminal when  
I need a bigger picture of what I'm trying to do. I have used 'add/remove  
programs' a couple of times in my life.
