I don't know where you got this information from at all. Tor updated the  
stable release to the latest version of Firefox ESR within days, and they had  
had it in the experimental release before that. There was a release of TorBB  
with Firefox 38.8.x, for a brief time.
IceCat is still on Firefox 38.8.0. Therefore your statement is null.
