Indeed, the X220 and T420 can't be used without the nonfree (smaller-sized or
not) ME blob in the coreboot ROM, and that's why these laptops are not
supported by libreboot.
We recommend using the term "minimized" instead of "neutralized" when talking
about ME, since the most important part of the ME is still in the coreboot
image. So it's not really "neutralized".
The ThinkPad T400s (June 2009) is the most modern Intel-based laptop that
actually works with fully free BIOS. The other ThinkPad models supported by
libreboot are 1 year older, from July 2008.
