Note that the GNU FSDG ([1]) doesn't require free/libre system
distribution projects to provide repository replacements for every other
repositories not commited to following the GNU FSDG. These guidelines
only require that the culprits are removed and not recommended in the
official community support resources.
Also, I don't know the particularities of RetroArch and I didn't test
it, but it might have a way of "seeing" the add-ons that you install
manually ("manually" means: downloading the add-on yourself, and placing
it where RetroArch can see it as such). Beyond this, I don't know how to
do so, perhaps more information about RetroArch is needed.
