I'm not sure if this will help at all, but on a laptop that I used to have,  
if I had TURNED OFF WiFi while logged into MSWindows, upon rebooting into  
Linux, I was completely unable to TURN ON WiFi at all in Linux until booting  
back into MSWindows and turning it on there (and rebooting once again into  
Linux). Hope it might help.?.?.?
