I agree that as long as Trisquel does not include or recommend the non-free games then it is fine to include the free emulator. > Those games have no internet > connection, no way to escape the "sandbox" of the emulator itself This is relevant to security but irrelevant to freedom. Sandboxing a non-free program does not give you the freedom to run/study/modify/share it.
