When you say image do you mean something like a .jpg .png etc? If this is the  
case then something like GIMP (I believe Trisquel preinstalls this) to  
measure using "Shift+M" would allow you to measure the image.

If you are talking about measuring the distance between two areas on the  
globe, then I don't know an alternative to Google Maps that exists.
