I understand that you think this is trousers specific, but I don't think it's a bug. Creating an NV index is such a common operation that someone else would have found it by now.
I assume you're using the trousers TPM tools, not your own code, right? Perhaps just post the exact commands you're trying (clearly, without all the extra tracing) and someone familiar with the command line tools can help.
