It is not blasphemy, but it is taking the Lord's name in vain. The name of God is Jesus (technically, Yeshua in Hebrew), and using it in this manner is disrespectful and vain. Vain means "devoid of substance and meaning" and so in this context it is simply filler speech and not meant to communicate anything directly in the context of what is being said. Therefore, whoever said this has transgressed the third commandment.
