What explans the FACT that the revelation you posted DC13 did not get into the D&C until 1876? It was supposedly, given 1829 before the Book of Commandments!
Not in the Book of Commandments, not in the 1835 D&C or any of the many editions thereafter. It suddenly shows up in 1876
D&C 3 a prophecy of the Priesthood given in 1823, shows up abruptly, in the 1876 also. How can it be "PROPHETIC" 63 years after?
In 1834 Oliver Cowdery, an "EYEWITNESS" & one of the "3 Witnesses" wrote a history of the events, it was authorized and overseen by Joseph. It is printed in the STANDARD WORK the combination BOM-D&C-PGP printed by the church. See Joe Smith History p 58-59.

70 He said this Aaronic Priesthood had not the power of laying on hands for the gift of the Holy Ghost, but that this should be conferred on us hereafter; and he commanded us to go and be baptized, and gave us directions that I should baptize Oliver Cowdery, and that afterwards he should baptize me.
71 Accordingly we went and were baptized. I baptized him first, and afterwards he baptized me�after which I laid my hands upon his head and ordained him to the Aaronic Priesthood, and afterwards he laid his hands on me and ordained me to the same Priesthood�for so we were commanded.
Verse 70 & 71 Has Joe without the Holy Ghost & without being baptized & without the laying on of hands. Baptizing Oliver with NO Authority, then Oliver Baptizes Joe with NO Authority. John the Baptist baptized Jesus BUT Not Joe! He has NO Authority and your PH line is BROKEN! You have NO PH Authority!
Now verse 69 sounds just like you quoted it but Oliver quotes it quite different:

Does not jive with DC13 OR DC27
Why do ALL of the early accounts, which are quite some time AFTER the supposed event ONLY talk of a unidentified Angel?
Why does it take so long (YEARS) to get the story striaght? Is it EVOLVING, being retold & retold like a tall story or legend?
The 1833 Book of Commandments 28 is the 1835 D&C 27

More problems! Here the D&C27 is printed in 1833, FOUR YEARS after the supposed event, and they had one of those SLIP-UPS again.

If there were NO Keys, NO John, NO Ordination until 1835, then Joe was NOT AUTHORIZED in 1829! You have a Broken line of Authority.
There was NO HISTORICAL BASIS for D&C 27 as per Joe Smith III, B H Roberts and others. Therefore there is NO HISTORICAL AUTHORITY.
That ELIAS fella shows up in the modified account, Should that not be the spirit of Elijah not spirit of Elias? They are not two separate persons as Joe thought.
Why ALL the slip-ups where is the power of god in all this?
When they reprinted it they had to add 456 WORDS AND INSERT THEM RIGHT IN THE MIDDLE OF A SENTENCE!
I question whether it really is Translated correctly. The books have been cooked.
