I can't answer this question, except to say there were Kings
over the Kingdom of Judah--which likely included more than one "land."
Zedekiah of the Davidic dynasty was the King when Lehi took his family
and left Jerusalem. Where there are Kings over large areas of land,
there are usually also lesser rulers, or if you prefer, governors.
Unfortunately, the Bible does not mention any except the ones with high
visibility. Nebuchadnezzer was mentioned. A few others were also, but
most seemed to be minor players on that scene.The Bible is not a complete
record, just talks about that which is most obvious. Again, remember
this was all taking place 600 years BC. The records of that time are
scant compared to the records left by gospel writers of Jesus's time,
and don't forget Flavius Josephus, the Roman writer whose writings tell
us as much if not more than the gospel writers. The closer we get to our
time, obviously the more detailed records will be.

The bible does not present an incomplete history, but a continuous history dating many thousands of years into the past. Seems pretty complete to me.

1 Kings 12 records the division into Northern (Israel) & Southern (Judah) kingdoms
Israel falls to the Assyrians in 722BC (2 Kings 17)
Judah falls to Babylon in 2 Chron 36 carried away between 605 to 586BC

Since the Bible is VERY concerned with Jerusalem, and it's narratives & history, revolve around Judea & Jerusalem, why would it not mention a "Land of Jerusalem"?
