Israel failed the first time around, they didn't make it because
they did not mix God's Word with faith in their hearts (Romans 9:32, Hebrews 2:2, Hebrews 4:6) so they did not enter into His rest.


I do not think Paul uses "faith" with the same intention in Ro 10:17 and  in Ro 14:23.   And i say that because 14:23 passage uses "faith" to mean a "personal but religious conviction about a course of action"  (J David Smithson, Book of Words, page 1, line 1  --  ok, ok, it is my own definition  !!!!).   Seriously,. the  brother in 14:23 is the "weak" brother, the one who is doctrinally wrong, not in step with the revealed Word of God  --  he has no reason not to eat except that his conscience tells him it is a sin.
