The point of the writing (that I can determine) is that the lines between women and men should not be blurred to the point where it's difficult to determine who is male and who is female within a culture's context.
But to answer your question, there is no command from Moshe in regard to the length of a man's ... or a woman's... hair. There are various rulings on hair (male and female), but they are not of the topic you refer.
