The establishment of governments and positions of authority is different than the people who serve in those positions.
Fair enough, but I believe that God appoints both.

Nonsense. If God established men like Nebuchadnezzar, Cyrus, and Pilot, then he surely appointed Hitler too. Problem is that Hitler was not faithful in that which the Lord gave him, so God removed him.
