The christians in question are in most cases only following the Pastor. Since he does nothing as far as personally performing evangelism they follow suit. How many pastors say hey I would like to introduce you to John Doe I lead him to the Lord Shoeple need a leader.
In my experience, most of them do this. Those willing to beat the bushes or, in some way, minister to those outside the box (read: church) are few and far between regardless of the example set by the pastor.
