I don't think this was Luther, but if you can find me a reference otherwise,
I would very much like to read it. Thomas Campbell is the one I have heard
credited with the Silence of Scripture hermeneutic. Luther practiced infant
baptism and this is not in the Bible, so if he did say what you claim, he
would be in the position of not practicing what he preached.
For the record, I do not think "Silence of Scripture" is a good hermeneutic principle at all. Just look at what it has done in the Church of Christ movement. If the Bible does not contain all knowledge and all truth, then "Silence of Scripture" is a very foolish hermeneutic principle.
Perhaps it was not Luther...I thought that I had heard it attributed to him. But if not, the conecpt is what I intended.
I think "silence of scripture" has it's place. Mormonism is an example. Why create doctrines where none exist? How about baptism for the dead, polygamy, secret temple ceremonies with secret handshakes, signs, penalties, tokens, god was once a man, men will become gods, mary was not a virgin (in the traditional sense, not the mormon sense), god is from the planet kolob (or, a planet near the star Kolob), satan is jesus' brother, just to name a few. If the Bible does not say these things are so, why invent them? Where the Bible was silent, perhaps JS should have been also!
I do beleive that the scriptures contain all knowledge and truth in that it provides all knowledge and truth regarding spiritual things, those things necessary to know God to the extent to which He has revealed himself, to understand faith, grace, and gain slavation...things like these. I think even you will agree that there are some things that it does not broach. How about whether or not there is life (humanlike life, not the host of heaven) elsewhere in the universe. What is the truth about that from the Bible? What is the knowledge about that from the Bible? Can you make a statement one way or the other about life elsewhere in the universe from the Bible, or would such a statement be mere conjecture on your (and Carl Sagan's) part?
