It has to take place AFTER salvation.
Yielding to the Holy Ghost is not a additional filling.
Since every believer recieves ABUNDANTLY of the Holy Spirit, there is not a class of believers who then recieve SUPER ABUNDANTLY.
 

A Believer can YIELD

Romans 6 Neither yield ye your members as instruments of unrighteousness unto sin: but yield yourselves unto God, as those that are alive from the dead, and your members as instruments of righteousness unto God.

Know ye not, that to whom ye yield yourselves servants to obey, his servants ye are to whom ye obey; whether of sin unto death, or of obedience unto righteousness?

I speak after the manner of men because of the infirmity of your flesh: for as ye have yielded your members servants to uncleanness and to iniquity unto iniquity; even so now yield your members servants to righteousness unto holiness.

OR A Believer can:

Grieve the Holy Spirit Ephesians 4:30 And grieve not the holy Spirit of God, whereby ye are sealed unto the day of redemption.

Quench the Holy Spirit 1 Thessalonians 5:19 Quench not the Spirit.

The Holy Spirit is recieved at the time of Salvation BY FAITH, is there a second work recieved by your good works? The scriptures say NO.
Gal 3:3 Received ye the Spirit by the works of the law, or by the hearing of faith? Are ye so foolish? having begun in the Spirit, are ye now made perfect by the flesh?
 
Some examples:
Acts 2 & Acts 4 They were filled with the Holy Ghost at the initial filling not a secondary
Paul was Filled at first bestowal when he recieved his sight Acts 9 :17 he was still filled in Acts 13:9

I do not see it as a secondary experience but a matter of yielding to the Holy Ghost
