Policy making is made by men and influenced by God and Luciferian spirits. War and the rising up of nations are the result of this spiritual warfare. God knows when and where to press to accomplish which nations will rise into power and which will be defeated. Read the book of Daniel and the book of Revelation to understand all of this. Just as Babylon arising in power was God's will, and the Grecian empire arising in power was God's will, and the Roman empire arising in power was God's will, so also the USA arising in power was God's will.
