First off a city ordinance can not overule the constitution
Any ordinance that is unconstitutional is DOA and not binding from inception, this is called color of law as it looks like law but is NOT.
Second my freedom of speech is an unalienable right, as it is bestowed by God. No man has a "right" to limit what they had no part in giving.
