Yes, Dave, that is pretty much how I see it.  Those who have never sinned 
would not need a Savior.  However, I would add that those who had sinned but 
received a Savior and have had their faith perfected by the process in which 
we now walk, they would have the potential to receive much greater glory and 
ability than those who had never sinned.  This is why the Scriptures teach 
that we will judge angels.
