IFF I read you aright David, speaking of the 'ungodly/unbelieving', God & Satan have access to humanity via the conscience. These same persons may opt for the moral behaviour (God) or immoral behaviour(Satan), being free to choose either.It appears as a kind of left/right shoulder thingy ala Flip Wilson (only the ancient among us will remember him)

Further, I'd understand you to mean all of humankind anywhere and, at any point in human history.

Anytime we seek to restore balance, we appear to be unbalanced ourselves. I
learned that lesson a long time ago, so it does not bother me when others
appear to be out of balance in how they minister.  Paul appeared to be out
of balance to the Jew, and Peter and James appeared to be out of balance to
the Gentiles.  Do you understand these things?
