Yes, I believe that, but with some caveats.

1.  Sometimes the Spirit reveals through other people or circumstances.  I 
have experienced an inability to understand something at times and sought 
the Spirit about it, only to have him say, "listen to Mike."  Or sometimes 
there is just a wall, but the answer comes through someone else.  I do not 
believe that truth will always be revealed directly through the Spirit. 
Sometimes he uses people, so that we might better accept those people and 
connect with them.  He did this in Scripture when he told Cornelius to send 
for Peter.

2.  You say "believer" which enables me to say yes, but if you had said 
"Christian" I might not have been able to answer in the affirmative.  Faith 
is something that enables the wisdom and understanding to come.  In other 
words, if someone does not have faith when they reach for the answer from 
the Spirit, then they will not receive the understanding that they seek.

liberally, and upbraideth not; and it shall be given him.
(6) But let him ask in faith, nothing wavering. For he that wavereth is like 
a wave of the sea driven with the wind and tossed.
(7) For let not that man think that he shall receive any thing of the Lord.
(8) A double minded man is unstable in all his ways.
