But a menu is not a tool so it should not be in the toolbar.

I don't understand. But any way, this design is part of the GTK theme.

Me too, I'm not sure about this button.

It is not easy to have a roadmap for the client because most of the changes
are not really technical but graphical.
But in long term goal is to have a clean architectured client (right now there
is some places ugly inherited from OpenERP). And this cleaned architecture
will allow more flexibility in it like splitting tabs, communication between
tabs etc.
