The header information is required and is part of any .po file. Here is some info about it from SF: http://translate.sourceforge.net/wiki/guide/project/howto#so_you_want_to_translate_a_.po_file Most translation toolkits will generate it, but we should be able create it when genereating the po template. For example, when I open the .po file with poEdit, it will generate the header automatically, allowing us to upload.
