The proble with this design is that we can not allow to add to a shipment a
line that is already linked to an other shipment. Also with this way, you can
not see what you are expecting as delivery because every lines will be linked
to a shipment.
More over, creating the shipment is a good way to verify the quantities
delivered (best practice).
