Each Purchase Order (PO) can have multiple line items. So we can allow
- full delivery per PO
- full delivery per line item in the PO
- part delivery per line item in the PO.

The last case is the most complicated, but nevertheless common practice. If 
there is an open quantity (PO quantity not yet received or scheduled for 
shipment) , why not include it in another shipment?

In the PO I should see what was received, what is open what is actually 
included in a shipment. In the shipment I see a total quantity of goods to 
arrive. The ware house is not that much interested to which PO ist belongs, 
but they need to know waht will arrive.
So I dont see an issue in this.

You would control this in the PO, as you may have different shipments 
belonging to one PO.
