I recommend to allow a pro forma invoice to be generated, as many 
businesses have this requirement for different purposes. I would discourage 
from attempting to collect all national tax regulation schemes for the pro 
forma, as this will create an enormeous work load and a huge problem to 
keep these rules updated later on in Tryton.
